​Pencor Safety Consulting Ltd. is an Edmonton area based safety consulting, training and auditing company. 
We partner with you, your management team and your workers to provide a safety system that will meet the requirements of the Alberta Government Partnerships for Injury Reduction (PIR) and the Alberta Construction Safety Association Certificate of Recognition (COR) program.
With over 30 years experience in the residential and commercial construction industries, we will customize a program specifically for your company to ensure government standards and guidelines are met.
Safety Consulting
​Your company’s safety program represents a key factor in its overall success. Health and safety programming can and should demonstrate a proactive approach to workplace safety and health at all levels of the organization.
Ongoing use and maintenance of the safety program, combined with a strong safety education plan promotes a unified culture of safety and hazard awareness. These provisions aid in protecting an organization’s employees against loss associated with human error and oversight. As a result, your organization’s employees are more aware of hazards and can take reasonable steps to reduce or eliminate the likelihood of injury. Additionally, employees are more likely to react appropriately in the event of an emergency to mitigate the risk of harm to people, property and/or process.

Role of Safety Protocol in the Workplace
Occupational Healh and Safety (OHS) legislation is one of several bodies of law that preside over workplace safety in Alberta. They provide minimum standards for safety in many areas of business. OHS protocol is clear that health and safety in the workplace is a shared responsibility between all levels of the organization whether union, non-union, front-line worker or senior management. An active health and safety program can increase the standard of safety awareness within the workplace, and decrease the frequency of safety oversights. Safety-conscious employees are expected hold each other accountable for safety. Employees should become proactive at identifying associated risks in their work, and defects in other equipment including personal protective equipment (PPE).

Managerial Engagement
​Involving all levels of management (senior managers, owners, front line supervisors, lead hands and workers of all levels) in safety protocol encourages buy-in and a respect for the program’s intent. Informed decision-makers who understand the ‘why’ behind safety programming can more effectively plan employee workload, including reasonable timelines and personnel needs. Effective balancing of safety requirements with other organizational considerations reduces the tendency for workers to cut corners, or for managers to turn a blind eye to safety concerns and near-misses.
The most successful organizations are those whose supervisors and managers are educated and understand the legal, and other, requirements relevant to their organization’s safety program.  They are more likely to productively engage with employees on that topic. This results in each party coming to a better understanding of the other’s needs, and an increased realization of fewer incidents in the workplace.  The leader’s ability to challenge employees to think about safety and take responsibility are critical in maintaining desired safety standards in their everyday work. When all levels of the organization are involved in, and mindful of, safety concerns, a proactive strategy of continuous improvement is embraced.
Many stakeholder concerns are addressed when they know the company has an effective health and safety program. Ensuring that legislative standards are integrated and met, combined with positive safety performance, increases stakeholder confidence.

Cost Savings
The implementation of an efficient and effective safety program reduces the likelihood of incident occurrence and related expenses.  The Alberta Worker’s Compensation Board (WCB) provides financial assistance to workers in the event of a workplace injury.  For the employer, however, other costs often far exceed what can be predicted. Direct (readily measurable costs) such as legal costs associated with work-related injury litigation, fines, WCB premium increases, equipment replacement/rental, etc. are easily measured.  Indirect costs, however are often hidden from plain view.  These costs can involve worker replacement/re-training costs, company reputation, and the inability to secure future work due to contract/site access loss must be considered

Compliance (COR/SECOR)
​Pencor can assist your company in asserting its position as an industry leader by assisting with your participation in voluntary health and safety programs. Subsequently, your company receives the added benefit of premium offsets through the certificate of recognition (COR) or small employer certificate of recognition (SECOR) programs.  
Since the establishment of the ACSA in 1988, safety performance in Alberta has improved.  Certifying Partners (Like the Alberta Construction Safety Association - ACSA and Energy Safety Canada - ESC - formerly Enform) have partnered with WCB to offer employer incentives around workplace safety.  Organizations with COR/SECOR certification may be eligible for WCB premium rebates of
up to 20%. 
COR/SECOR certification is currently a voluntary program not required for compliance to meet standards of practice in Alberta. However, certification in this area is considered a standard of excellence and is required by many organizations before bidding for contracts. COR/SECOR certification is based on audits of critical safety elements including:

Safety Training
Providing members of your workforce with the required safety certifications supports your overall safety program by ensuring that legislated and site-specific requirements are met.  Training involves ensuring that all personnel know what is required of them regarding their health and safety obligations.  As of June 1, 2018, training also requires a hands on demonstration of the task and verification that the worker being trained, can apply the theories and hands on information provided to complete the job safely and effectively. Knowing what the employer expects daily, and in the event of an emergency are also part of employee training.  The employer must ensure appropriate emergency response plans are in place.  The employer must train their personnel to respond effectively in the event of an incident or accident.
